Sending: a send the server could not take (unreachable, timeout, 4xx) is no
longer failed at once. It waits in Scheduled ("retrying") and is tried again
after 1, 2, 5, 10, 30 min, then hourly, for 24 hours — on the server, so it
works with the browser closed. A permanent refusal (5xx, wrong password) is
"failed" at once, with the server's reason. GET /outbox lists both;
POST /outbox/{id}/retry (Retry now) and /cancel (Edit, Delete) act on them,
and they are left out of Drafts. Mail delivered but not filed in Sent now
counts as sent, and a conditional claim keeps two jobs from sending one
message twice. The app says when a send failed and when it finally went.
Actions: arq retries a job only on Retry, never on a plain exception, so the
"retry x5, then revert" for flags and moves never happened. Flag, move,
archive, restore, delete and empty-folder jobs now raise Retry while the
server is unreachable (~24 hours of growing gaps), skip a change a later one
replaced, stop at the first connection failure instead of 20 s per message,
and delete/empty keep the rows until the server has the messages gone.
Account health: 3 failed connections in a row mark an account unreachable
(amber in the sidebar and Settings, cleared on the next success); 3 refused
sign-ins stop its syncing as auth_failed until the password is entered
again, so the provider does not lock the account. Sync loops back off 30 s
doubling to 10 min and log one line per expected failure; a refused
connection fails at once with its reason (the connect task is kept), and a
silently dead IDLE connection is noticed within ~11 min instead of ~29.
Also: the empty reading pane is clipped to its width when dragged very
narrow; tests no longer leave live accounts and outbox rows in the database.
Migration 0021: outbox attempts / next_attempt_at / retry_until, accounts
sync_error / sync_error_since.

- Heartbeat JSON now carries {owned, sockets_open, tiers:{hot,warm,cold}, ts} per
§2 so peers and operators can see each worker's load and socket footprint.
- run.py runs the sync coordinator directly (not via a placeholder arq worker) so
SIGINT/SIGTERM can stop the claimer, cancel runners, and release every lease
explicitly within a 10s drain budget — peers adopt the accounts immediately
instead of waiting out the lease TTL. Removed the sync:control-queue hack and
the supervisor indirection (start/stop_supervisor, sync_on_startup/shutdown).
- Acceptance: graceful-shutdown test proves a peer adopts released accounts within
seconds under a 30s TTL (i.e. via release, not expiry).

Each owned account is tiered by the coordinator; the runner shapes its work to
match — correctness identical, only latency/socket cost differ.
- hot: persistent INBOX IDLE + secondary poll every POLL_WARM.
- warm: no persistent socket; transient INBOX+special poll every POLL_WARM.
- cold: same transient poll every POLL_COLD.
- engine: poll_all_loop (transient full poll); secondary_poll_loop interval is
now a parameter; POLL_INTERVAL removed in favor of POLL_WARM/POLL_COLD.
- coordinator: tier eval every 120s from session heat (sess:active:{user}) +
recent mail (max internal_date within TIER_HOT_ACTIVITY_H), with the
HOT_BUDGET_PER_WORKER guard shedding least-recently-active session-less hot
accounts; user.active event promotes a user's accounts to hot at once (≤5s).
- API: login + WS connect/ping publish user.active and refresh sess:active
(TTL TIER_SESSION_GRACE_MIN). New sync:tier:{id} key, default warm on claim.
- config: POLL_WARM/POLL_COLD/TIER_*/HOT_BUDGET_PER_WORKER.
- tests: 5 tier tests (session/recent-mail promotion, cold, user.active,
budget demotion) alongside the lease/lifecycle acceptance tests.

- Coordinator subscribes to account.state_changed over Redis pub/sub: going
live marks the account claimable at once; disabled/deleted/error tears the
owning runner down immediately (≤30s) instead of waiting for the lease TTL.
- delete_account now publishes account.state_changed:deleted after dropping the
account from sync:live, so teardown is event-driven, not just fencing.
- AccountRunner gains a verify loop (defense in depth): it periodically confirms
the account is still live and flags itself dead if not; the coordinator reaps
dead runners and releases their lease. Zombie loops are structurally impossible.
- New core event user.active (SPEC §8.3), published on login and on every WS
connect; consumed for tier promotion in step 5.
- Acceptance: added event-driven teardown test (isolated from fencing/verify).

Ownership of an account now moves through a Redis lease so any number of sync
workers can run against the same account set with no double-IDLE.
- leases.py: sync:live registry + sync:lease:{id} (SET NX EX) with owner-checked
Lua renew/release; mark_live / mark_not_live helpers.
- coordinator.py: SyncCoordinator claims from sync:live up to MAX_ACCOUNTS_PER_
WORKER, renews every LEASE_RENEW (fences the runner on lease loss), reconciles
sync:live against Postgres, heartbeats a worker key, and rebalances when it
holds well above a fair share.
- supervisor start/stop now drive a coordinator; engine._set_state and
delete_account maintain sync:live membership (+ lease drop = fencing teardown).
- config: MAX_ACCOUNTS_PER_WORKER, LEASE_TTL, LEASE_RENEW.
- tests: acceptance 1-3 (single ownership, crash failover, create/delete
lifecycle) driving the real coordinator + Redis with faked IMAP loops.
